Lepus undertook a Strategic Environmental Assessment (SEA) for the East Wittering and Bracklesham Neighbourhood Plan (NDP), on behalf of East Wittering and Bracklesham Neighbourhood Plan Steering Group and Chichester District Council.
The Parish of East Wittering and Bracklesham is located on the south coast of the UK and contains the two settlements of East Wittering and Bracklesham. A large proportion of housing and development in the Parish is located close to the coast.
The Parish identified three spatial options and subsequently 18 sites for assessment in the SEA process. The SEA highlighted a number of key issues and potential effects of the plan on the environment. Of particular importance to this assessment were issues associated with transportation into the rural hinterland, flood risk, disturbance to archaeological features and the loss of Best and Most Versatile land. Throughout the SEA process Lepus worked closely with the Steering Group to develop a range of mitigation solutions. These centred on the incorporation of key principles of sustainable development into the plan policies. In particular they focused on key local issues such as promotion of sustainable transport options, inclusion of Sustainable Urban Drainage Systems (SuDS), measures for biodiversity net gain and careful design to safeguard archaeological features. The outputs of the SEA informed the development of the spatial strategy and selection of allocations.
